Marks a <i>spot location</i> from where a text message to the train applies.
The text message is displayed under the given condition, inherited from TP marker, e.g. only when a set of points are in the given position.
If no condition is given, the text message display is governed only by ETCS variables D/L_TEXTDISPLAY.
