E.g. a german driver can derive from Zs3 speed indication the direction of the route on grounds of local knowledge (e.g. high speed to Berlin, low speed to Leipzig). This helps the designer to decide whether an explicit direction indicator is needed. Not filled when the signal has explicit direction indication (NR case)
